Shirley Morrow, CPESC, developed the curriculum and personally trained 4,500 grading and excavation professionals, as part of the consent order for the lawsuit by the US EPA against Wal-Mart for violating the construction site sediment and erosion control portion of the National Pollutant Discharge Elimination System (NPDES) permit. It is not an exaggeration to describe her as being the most influential person in the U.S. in changing how grading and excavation contractors worked and viewed the importance of their work. Shirley brought out the best in people, leveraged lifelong learning to evolve a field, and made it look easy.

Laura Funkhouser Cortelyou, M.A. was a frequent contributor to Stormwater Magazine from 2004-2008. She developed accredited continuing education programming for StormCon, the national conference on stormwater management and worked in collaboration with Nikos Singelis, then the lead for education and outreach on NPDES at the US EPA Office of Wastewater, to co-present talks and organize panel discussions at StormCon.
